This isn’t the executive order – it’s the fact sheet about the order – but it is still very interesting.
Let’s look at what it says.
ACCELERATING QUANTUM INNOVATION: Today, President Donald J. Trump signed an Executive Order to supercharge U.S. innovation in quantum technologies and strengthen our national security in this critical area.
- The Order directs the Assistant to the President for Science and Technology, in coordination with other relevant government leaders, to update the National Quantum Strategy to support quantum-enabling technology and encourage partnerships with U.S. industry.
- The Order establishes a national effort to develop the first ever quantum computer powerful enough to initiate the era of quantum-enabled scientific discovery and accelerate quantum capabilities for commercial applications. This includes evaluations of quantum computing system capabilities, an assessment of the resources necessary to build this science-enabling quantum computer, and development of specifications for such a system.
- The Order directs the Assistant to the President for Science and Technology to coordinate this effort across the Departments of Energy, War, Commerce, and the Intelligence Community, as well as with U.S. industry and research leaders.
- The Order calls on the Secretaries of Commerce, War, and Energy and the NASA Administrator to develop plans to deploy quantum-enabled sensors and networks in the next five years.
- The Order prioritizes the development of a strong American quantum workforce through the expansion of registered apprenticeships, credentials, and the creation of National Quantum Workforce Development Institutes. It also directs the development of a plan and other measures to ensure adequate domestic supply chains and manufacturing capabilities for quantum technologies, as well as appropriate funding support for such efforts.
- The Order reconstitutes the National Quantum Initiative Advisory Committee and directs the expansion of the Quantum Counterintelligence Protection Team. It also directs appropriate engagement with international partners on quantum matters.
STRENGTHENING AMERICA’S QUANTUM ADVANTAGE: President Trump recognizes that quantum technologies are on the verge of a massive commercial breakthrough and require a bold new policy approach to ensure America continues to lead the field.
- Quantum technologies, like a quantum computer or a quantum sensor, will provide transformational capabilities in manufacturing, drug discovery, energy, agriculture, and more. These breakthroughs will drive American innovation, power economic growth, generate high-paying jobs in existing and entirely new industries, and bolster national security.
- Competing nations are moving quickly to challenge America’s quantum leadership, including adversarial countries that would use quantum to undermine U.S. economic and national security.
- The Order ensures that the United States enters this new era of quantum innovation with ambitious national goals, a strong domestic workforce, and trusted supply chains in coordination with our international allies and partners.
FURTHERING AMERICA’S TECHNOLOGICAL DOMINANCE: President Trump continues to prioritize U.S. leadership and dominance in critical and emerging sciences and technologies.
- In 2018, President Trump signed the National Quantum Initiative Act into law, establishing the first whole-of-government strategy for American leadership in quantum.
- President Trump was the first president to identify quantum as an emerging research and development priority for the nation, resulting in a doubling of the Federal research and development budget for quantum.
- In January 2025, President Trump announced the establishment of the President’s Council of Advisors on Science and Technology to spearhead American innovation and competitiveness in critical and emerging technologies.
- In November 2025, President Trump signed an Executive Order launching the Genesis Mission, a new national effort to use artificial intelligence to transform how scientific research is conducted and accelerate the speed of scientific discoveries across multiple fields, including quantum.
- The Trump Administration has invested $625 million so far in major national quantum research institutes, in partnership with industry and academia.
Needless to say, I’m pleased as punch with all of this.
While quantum computing got off to a slow and bumpy start in roughly 1981, it has now gotten to the point where it has to be taken seriously. There is definitely some “there” there – and our VSG is absolutely right to be getting on it. Just like he has been on the ball with AI. It’s just great to have a PRO in the White House!
And that’s just the beginning. Quantum sensors are mentioned, too – and yet THAT is still just the beginning. Because QUANTUM is deeper, wider, and longer than anybody can imagine – in my scientific opinion. Feynman really recognized this, and – along with some other scientists who I always trust – I always trust Feynman!

So when Feynman said that nobody understood quantum mechanics – well – I trust that. I’ve watched many, many, brilliant people HELP everybody else to try to understand it, over my lifetime, and THAT is where we really are. It is a group project of all of humanity, to try to understand quantum mechanics. And we’re getting closer all the time.
But still…..

But before we get into that, let’s finish up with the Executive Order, which happens to be Number 14413 (not a prime number, it is the product of 7 x 29 x 71).

This EO is rather lengthy, and includes some interesting things not mentioned in the overview.

Executive Order 14413
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. America stands at the cusp of a quantum revolution. Quantum information science and technology (QIST) will provide transformational capabilities that will drive American innovation, power economic growth, generate high-paying jobs, and bolster national security. In 2018, I laid the foundation for United States leadership in QIST by signing into law the National Quantum Initiative Act and doubling Federal investment in QIST research and development. Today, as other nations move quickly to challenge American leadership, the United States must take a cohesive, whole-of-government approach to accelerate deployment and commercialization of quantum computing, sensing, and networking.
In addition to continuing trailblazing quantum research, we must act to solidify the Nation’s position as the world’s QIST superpower and deliver the commercial and research benefits of quantum innovation to the American people. Equally important, we must protect sensitive technologies and work with allies to ensure adversaries cannot use QIST to undermine national security.
Sec. 2. Policy. It is the policy of my Administration to ensure that the United States maintains a strategic technical advantage in QIST and leads the development of a robust and trusted quantum ecosystem across QIST research, manufacturing, commercialization, and application.
Sec. 3. Updating the National Quantum Strategy. (a) Within 180 days of the date of this order, the Assistant to the President for Science and Technology (APST), in coordination with the Secretary of War, the Secretary of Commerce, the Secretary of Energy, the Director of National Intelligence (DNI), and the Director of the National Science Foundation (NSF), and in consultation with the Co-Chairs of the National Science and Technology Council Subcommittees on Quantum Information Science (SCQIS) and Economic and Security Implications of Quantum Information Science (ESIX), shall update the National Quantum Strategy (Strategy) with policies intended to support the maturing QIST ecosystem, including promoting commercialization and deployment of QIST, supporting the quantum-enabling technology ecosystem, and encouraging partnerships with United States industry.
(b) Within 30 days of the date of the publication of the updated Strategy, relevant executive departments and agencies (agencies) shall each submit to the APST and the Director of the Office of Management and Budget (OMB) a summary of steps taken to align their processes, policies, and programs with the Strategy.
Sec. 4. Harnessing Quantum Computing for Scientific Applications. (a) There is hereby established the Quantum Computer for Application Development and Discovery Science (QC-ADDS) Effort, which shall be coordinated by the APST. This national effort shall pursue development of a quantum computer at a scale intended to initiate the era of quantum-enabled scientific discovery, with the intent to deliver at least one such computer to a Department of Energy facility and, to the extent possible, make it available to the scientific community.
(b) The Secretary of War, the Secretary of Commerce, the Secretary of Energy, the DNI, the Director of NSF, and the heads of other relevant agencies as appropriate, in consultation with the Director of OMB, shall ensure that relevant capabilities, manufacturing infrastructure, and expertise are made available to support the QC-ADDS Effort to the extent practicable, and shall deploy these resources towards exploration of quantum-computer-enabled capabilities for commercial, government, and national security applications. Additionally, the APST shall coordinate with the Administrator of the National Aeronautics and Space Administration (NASA), the Director of the National Security Agency (NSA), and the heads of other relevant agencies to identify additional actions to enhance the QC-ADDS Effort.
(c) Within 90 days of the date of this order, the Secretary of Energy, in coordination with the APST and the heads of other relevant agencies, shall identify the technical specifications required for a QC-ADDS to perform transformative scientific applications that are on a path towards economically significant applications and beyond current classical computer capabilities, and shall publicly release a summary of those specifications, as appropriate.
(d) Within 180 days of the date of this order, the Secretary of Energy, in consultation with the Director of OMB, shall explore potential private-sector partnership models to understand the potential cost, scope, and time frame for delivery of at least one QC-ADDS as described in subsection (a) of this section. Further, the Secretary of Commerce shall develop a plan, potentially including advance market commitments, to encourage contributions to the QC-ADDS Effort from commercial quantum computing companies. Finally, the Secretary of War shall establish or designate activities and programs to develop the tools and capabilities necessary to advance readiness for national security applications of quantum computing, potentially including the establishment of a center for such purpose.
(e) To provide for the robust assessment of the QC-ADDS’ and other quantum computing systems’ capabilities, within 180 days of the date of this order:
(i) the Secretary of Energy, in consultation with the Secretary of War and the Secretary of Commerce, shall establish a national center to develop the tools and capabilities required to accurately assess the performance of quantum computing systems; and
(ii) the Co-Chairs of the ESIX Subcommittee shall recommend to the APST a mechanism to facilitate information-sharing between relevant agencies to improve the Government’s ability to assess commercial quantum computing capabilities.
(f) The DNI and the Secretary of War, in coordination with the Co-Chairs of the ESIX Subcommittee and in consultation with the Secretary of State, the Secretary of Commerce, and the Secretary of Energy, shall identify the national security implications of the increasing scale and performance of commercial quantum computers, such as the implications for the migration to post-quantum cryptography.
Sec. 5. Deploying Quantum-Enabled Sensors and Networks. (a) Within 60 days of the date of this order, the Secretary of War shall identify at least three next-generation quantum sensor projects to prioritize in order to field these sensors by September 30, 2028.
I love that “Quantum Information Science and Technology” is abbreviated as “QIST” (as in Qist).

So all of this Quantum stuff in the end of June was exciting, but things were about to heat up even more, with the 250th Anniversary of our Nation!
On July 4, Elon Musk began retweeting a “brilliant” (his word) patriotic music video by cyber artist “Heavy Pulp”, originally released on June 30, with an AI-assisted song called “Sweet Land”.
This amazing video is one long tribute to America, the American people, the military, the Q mythos, and what is best described as “quantum science fiction”. I’ve taken to calling this video a “quantumpunk opera” – because that comes closer to describing what it is, than anything else I can think of.
“Quantum” per se is even mentioned in the lyrics, which were compiled by Astute Actual on X.
Watch for the Q memes – they’re everywhere in both the lyrics and the video.

I was watching the Rumble video, and Josh claims the IRGC facility under Pickaxe Mountain is 10 miles deep, and that our bunker buster bombs can only penetrate 3 to 5 miles deep.
Those figures sounded wildly off base, but I checked Brave to be sure. According to Brave, the deepest artificial depth ever reached by humans is the Kola Superdeep Borehole at 7.6 miles deep, before the rock was so molten that it clogged the drill.
And apparently it took decades to drill that deep. And it’s just a bore hole, not any kind of construction or facility where humans could go.
I kept waiting for a correction, but so far I haven’t heard one. I don’t know what he could have meant if he just misspoke, i.e., 10km is still way too deep (same for bunker buster bombs), he obviously didn’t mean 10 feet or 10 yards, even 10 football fields would only be 3,000 feet deep.

The Sanford Underground Research Facility in Lead, South Dakota, USA, represents the deepest underground laboratory in the United States at 1,490 meters (4,890 feet) deep, housed in a former gold mine.
Regarding government or military facilities, the proposed Deep Underground Command Center (DUCC) was planned by the United States military in 1962 to be located 3,000–4,000 feet (914–1,219 meters) underground near the Pentagon.

Me: I just saw a video on Rumble where they claimed that the underground facility the IRGC uses as Pickaxe Mountain (Iran) is 10 miles deep.
I thought that was just a mistake, that the host misspoke, but then he claimed that the deepest that American bunker busters can reach is about 5 miles deep.
I’m not even sure the crust of the earth is 10 miles deep in that part of the world, much less that any humans have dug that deep and established a fully functioning government headquarters / military command center at such a depth.

Me: And what is the deepest that a bunker buster bomb can reach, so far as is publicly known, recognizing that whatever is publicly known is going to be less (possibly substantially less) capability than is known, either by admission or via combat demonstration.

You can vertically highlight (with a mouse, etc.) the empty space, and it will show any characters – even blank ones – in reverse video.
