The Clowns start a counter culture, which many of us unknowingly jumped into with both feet causing all sorts of nastiness and moral failure over the years. The more that I see from the body of knowledge about this subject, the more I wonder how a company like OceanGate thought it could be successful at such deep depths. Depends on what part of Germany. The north is really LEFT, one might say, while the south, Baden-Württemberg and Bayern, are conservative, even though Kretschmann is a Green.

The Oberbürgermeister of Tübingen, Boris Palmer, is also quite conservative for a Green (and quite a character), to the point that he’s left the Green Party. Yet he’s popular, and, of course, has both good and bad ideas, which comes from leading a University town, albeit one of the oldest in Europe.

The mostly conservative, hard-working south of Germany basically makes all the money; the north of Germany, being liberal, spends it. Adding fuel to the fire is the fact that due to the reactors being shut down and other GangGreen madness, there is a relative energy shortage in the industrialized south, and a sometimes HUGE surplus in the windfarm north. The north-south divide is getting worse, and the high-tension power line running from the windfarms to where the reactors were down here is adding human tensions of its own.

Bring back the nukes, and the industries will stay. Otherwise they’ll run to eastern Europe and Asia, or the BRICS states…

OK – I’m going to go there with just my opinion, so don’t even try IC.

If more citizens knew that DC is not part of the United States of America and exists as a separately chartered entity similar to London, Vatican City, etc.; would it make a difference in how they see and understand the activities of the government and politicians?

Would Nanner extending the authority of the CP into other areas of the country make better sense?

Would calling a COS where the states could force the feds back into their box, limit their reach via the Constitution, starve them out and bankrupt them via the loss of tax revenues, and take over of the Treasury (end the Fed) click in all of our minds?

When innocent J6 participants came to that lions den that day many did so as lambs led to the slaughter. Others came as willing observers as well as participants in the sting that seems to be underway IMO. It takes more than a minute to overturn the atrocities of post Civil War activities that were implemented in 1913.

McCarthy works for the corporation. He has to follow the rules of engagement and DC laws. PDT said things would be done lawfully. They have been and he has always won. He set the response tactics to the conditions on the ground. That means it has all been gamed out. Which is why they call it a movie. Scenes may be cut and others added to come to the happy ending. People need to be led to the precipice first to fully understand just how deep and convoluted this mess is.

As you know, this is something that comes up all the time. I can understand why people think this, but I don’t know if it’s necessarily true. One factor is that the United States is unique in history in that our Constitution is supposed to prevent coups and dictators and democratic overthrows by the people. So the theory is that if you just wake up enough Americans, they will see what’s going on and we can fix things without bloodshed.

But will that work? And how long should you give the people to “wake up”? How many proofs of treason, including stealing an election and having corrupt judges uphold the results, have to be published for people to be led to the precipice? No one can define where the precipice lies.

I think the more people who are awake, the better, but I’m not sure that waiting for a certain percentage of people to wake up should be the only strategy. I don’t think that is necessarily what Q meant, either. We have to be fighting on multiple fronts at once and strategically changing strategy when necessary. I think that is what PDJT does, and is doing.

Yes, I looked it up, it appears to be an island nation, somewhere in the Pacific.

The author of the tweet is someone called “Colonel Otaku Gatekeeper”, who describes himself as a Japanese nationalist and Investigative Journalist.

I said this because I have observed, that when words (like calling out subversion) are used to combat actions, those who took action always win.

I’m not entirely buying the nbc “expert”‘s take on the sub’s implosion. It seems very “click-bait-ish”, with the weight of the Eiffel Tower and all.

That said, it seems that the general timeline is becoming clearer. The intended dive profile was a two-hour descent, a few hours motoring around, and a two-hour ascent. There was an automatic emergency ballast release system at 14 hours.

The construction of the pressure hull was two half spheres of titanium, bridged by a tube of carbon-fiber. Carbon-fiber uses sheets or strips of a carbon “fabric” (that can be cut using ordinary scissors) that are impregnated and coated with a resin, very similar to fiberglass. This tube was in excess of five inches thick.

Even though carbon-fiber is exceptionally strong in many ways, its stiffness creates a weakness in that repeated applications of force may cause micro-cracks to form. If and when it does fail, it can delaminate and pieces of the carbon mesh and resin can start to break off. When this happens, the exposed edge is further weakened and can continue to shred.

For purely personal reasons, which I will go into below, I strongly expect that the original discontinuity was where the carbon fiber was bolted to the titanium. Something cracked, and seawater forced itself into the carbon fiber matrix — perhaps between a bolt and a dome, or between two layers of the carbon fiber. This created a spreading weak zone in the pressure vessel. At this point, there would be nothing to notice without very sophisticated instruments looking in exactly the right place.

Within milliseconds, this weak area would spread to an area the size of a credit card. It may have been under the “floor” or behind some equipment, but there would be no time to turn and look at it even if it were in plain sight. There would be no “drip, drip, drip” — the crack would expand until a piece of the pressure hull the size of a quarter was propelled into the cabin at the speed of a bullet. Behind it would be a solid shaft of seawater.

Only the fastest of high-speed cameras could capture the ensuing chaos. Even as the first piece of hull was in flight and the water stabbing inside behind it, similar pieces would be ripped from the edge of the hole. If someone were unlucky enough to be right in front of the first dozen pieces, the effect would initially be similar to a shotgun blast. The edges of the hole would keep expanding, however, turning a five-inch thick chunk of composite material into pieces the size of quarters and hurling them into the compartment. Some of them may even go across the compartment and begin to damage the other side of the pressure cylinder from the inside.

Nobody inside has any time to react, blink, or feel pain. The pressure is shredding the edges of the original rift and water and debris are flying everywhere. Whatever air is inside the pressure vessel heats rapidly from pressure, but the only bubbles where this can be observed are in the titanium hemispheres — everything else is shredded and spattered and wet. Metal equipment racks look like they’ve been repeated shotgun targets before being crushed.

In the end, there are few large pieces of the carbon-fiber hull — most has been ripped apart as having been too close to the breach.

Once upon a time, I cozened my family into buying me a 1979 Ford Mustang. I am far from proud of this, and regret it to this day, but it taught me a lot about cars. Mind you, I didn’t want it to teach me anything — I wanted it to zoom around in a fun way and attract babes — but……

One of the many things I learned from it was a wee bit of materials science. I was pulled over by a CHP for a bogus ticket and noticed that the CHP’s Mustang was smoking from under the hood. Trying to make lemons into lemonade, I stopped and pointed and said, “my car does that — what is going on?”

And he explained that Ford, in their infinite wisdom, had made valve covers out of a different metal than the heads. One with a very different thermal expansion. So every time you ran the engine up to “hot” and back down to “parked”, the valve covers would rub against the valve cover gaskets on the heads. The inevitable result was that Mustangs would eat valve cover gaskets like candy.

The first result from that was learning to change them myself. The second was exploring exotic materials for their replacement. The third result is I sold that dog off to some other poor sucker.

But it left me very sensitive to doing cycles of use where two different materials are mounted together. I just feel it in my bones that bolting titanium to carbon fiber is a bad idea.

In case you’re wondering why I consider it a bogus ticket — he told me that he had been tailing me from two exits before I got onto that highway.

I took it to court and (a) I got a rent-a-judge or I’d have to take a second day off of work; (b) he completely changed his story and lied; and (c) the rent-a-judge said, “I know that area well, and have been speeding on it myself.” I was glad he hadn’t murdered anyone recently, or I’d still be in prison. The traffic was practically bumper-to-bumper and there was no opportunity to drive as fast as I was cited for.

Unless I have misjudged the direction of the current timeline, the 1964-1/2 through 1970 Mustangs should have been plentiful on the used market in 1979, and still in pretty good condition, and cheap too! 👍😁

My understanding is that the interface between the titanium ends and the carbon-fiber shaft uses a retainer ring of titanium. So bolts would go dome / adhesive / C-F / adhesive / retaining ring. This is very like my experience with valve covers where bolts went cover / gasket / head and things shifted with heat because the covers and heads didn’t behave the same way.

By comparison, regarding the “crush depth” of a regular submarine, the hull doesn’t necessarily break apart in the early going — it’s simply crumpled like squashed aluminum foil. Only when the crumpling cracks corners or breaks seals does water get in.

Because compartments can maintain some semblance of integrity, diesel ignition may occur as they are reduced in volume or gas is introduced from adjacent areas. Crew’s remains may be entombed relatively intact (if inaccessible). The bulk of any wreckage would be found together in well-defined groupings.

I continue to be skeptical of this effect for a variety of reasons, including that the gas compression is created by shooting liquid water and pieces of hull into the air inside. Wouldn’t the air compression attempt to heat the water and debris first?

Sure, if you take a clean cylinder full of air and ram a piston into it, compressing it by a factor of 800, it heats up inside — but it only takes up 1/800 the space. If the interior of the sub were 6′ x 6′ x 22′, it would have 800 cubic feet of air inside. If that were instantly compressed into a one foot cube, it would be quite hot — but where would it be? It would be distributed throughout the interior of the sub along with 799 cubic feet of water, hull shreds, pretzeled instrumentation, and ex-passengers — all of which have a greater capacity for heat absorption than air.

It’s certainly possible you could see localized heat peculiarities — paper from a logbook inside one of the titanium domes might be singed, for instance — that ignition could happen when the air is compressed only by a factor of 20. But the thermal mass of 800 cubic feet of air is nothing compared to the thermal mass of 799 cubic feet of water.

On this day in history, June 26, 1784, Declaration of Independence signer Caesar Rodney died. Rodney is best known for making his own midnight ride to vote for a declaration of independence from Great Britain on July 2, 1776.

Rodney was elected a delegate to the Continental Congress from 1774-1776. He was a member when the vote for independence was made, but was away in Delaware when the issue was being debated. The final vote, which was scheduled for July 2, would have passed without Rodney’s presence, but the other members wanted a unanimous decision from the colonies present. Delaware’s other two delegates, George Read and Thomas McKean, were split in their votes. McKean sent an urgent letter to Rodney to come to Philadelphia immediately to cast his vote. He made his own “midnight ride” through the night of July 1st and arrived just as the votes were being cast on the 2nd. His vote, along with McKean’s, meant Delaware voted in the affirmative for a declaration of independence. Rodney’s signature was later added with the other 55 signers to the formal Declaration of Independence.

Rodney was elected President of Delaware in 1778 under the new independent government. He served for three years in this position while simultaneously the general in charge of the state militia. Throughout the war, Rodney was instrumental in sending supplies and troops to aid George Washington in numerous battles. In 1783, Rodney was again elected to the Continental Congress, but he did not serve because of ill health.

Rodney suffered from cancer and had a cancerous growth that had disfigured his face. He was often known to wear a covering for it in public. Perhaps this was the reason that he never married. Caesar Rodney passed away at his plantation “Byfield” near Dover on June 26, 1784 at the age of 55.

An old friend from grade school passed away last week on Wednesday. He was 45.

I asked Aubergine to help dig into some of the info. In March he had filed for divorce and was fighting for custody of the kids and house.

I’m trying to figure out what I can do to help set things right. One of the kids is from her first marriage but she’s kept her dad’s identity from her. The dad from the first marriage has been trying for 20 years to restore the relationship.

My friend’s mother is distraught, due to the poor relationship with the daughter-in-law and now losing her only son. Please keep her in prayer.

I don’t want to get too far in front the skis. Autopsy hasn’t been released. Jab is likely based on the early reports of his condition but that diagnosis has been walked back. At this time it doesn’t appear to be suicide or foul play, but without the autopsy report…

The most logical cause of death barring the above is extreme stress brought on by overwork and domestic pressures.

For those who are interested, here is a video account from a guy who was going on an expedition on the same submarine that was lost, a few days before. It shows him and the rest of the crew preparing and boarding the sub, including Stockton himself, who is now deceased.

I can somewhat understand the feeling of excitement and adventure that people must have experienced. That’s while watching what occurred on the surface and barely beneath it. I think it would have been terrifying to be incredibly deep in the ocean where everything is pitch black and you know the pressure on the sub is tremendous.

A little after the 22:00 mark you can briefly see them being bolted in. You can see the sub’s nose pointing down into the water, and you can see the blue water through the one porthole in the sub. A diver from outside the sub communicates with them by signalling that they are locked in. But the guy who made the video says the sub never left the platform and the dive was cancelled because fog rolled in. He is complimentary of everyone in the group, feels he dodged a bullet, and regrets the loss of life.

This is very similar to a “bust-out scam”. You take over the management of a legitimate business — let’s say a bar — and make big purchases from regular suppliers using established credit. You tell the liquor guy, “we’re going to have a giant promotion on Scotch in July, I need several cases more than usual.” You tell the glassware guy, “we have years of dinged-up, mismatched, ugly bar glasses. Let’s replace them all.” Sometimes you can tell each of your three glassware vendors the same story. You tell your furniture guy, “we’re going to replace all our barstools.”

You can get fancy — deliver the goods to a warehouse instead of the business, demand cash kickbacks from the vendors for placing such massive orders — but these are mere details.

May the enemy and his team flee from me, upon hearing the word of God spoken by the power and direction of the Holy Spirit. Give me the sword of the spirit to cut through the wiles of the devil, so that I may discern the schemes of the enemy when he is near.

With all kinds of prayers, supplication, and intercession I pray to you my Lord God as the one who fights my battles. Yours Truly: The HART Group (Health Advisory & Recovery Team) discusses the findings of Dr. Kevin McKernan regarding the SV40 cancer promoter (from the African Green Monkey) in the Pfizer-BioNTech COVID-19 “vaccines”; and the presence of amounts of “loose DNA” in vials of BOTH the Pfizer-BioNTech and of the Moderna COVID-19 “vaccines.” The “loose DNA” was in BOTH of the original products — BNT162b2 and mRNA-1273 — AND in their “Bivalent COVID-19 Vaccine” products.
The SV40 promoter is “integrated” into the DNA of the spike protein. The DNA is then “encapsulated” within the LIPID NANOPARTICLES in the “vaccine.” This is what Dr. McKernan found in the Pfizer-BioNTech vials.

Regarding the “loose” DNA from the products of BOTH “vaccine” manufacturers — FTA: “Given that the lipid nanoparticles are designed to circulate around the whole body and enter every organ, particularly the spleen, adrenal glands, liver and ovaries, any cell in the body could have had this DNA delivered.” (Bolding mine)

** Also, and IMO, incredibly damning: The DNA sequence of the Pfizer-BioNTech “vaccine” contains AN EXTRA SEQUENCE that the company DID NOT publish in the documents it gave to the EMA (European Medicines Agency.) This EXTRA SEQUENCE is the one that contains the SV40 promoter.

It has a very interesting timeline of the history of furin cleavage site research starting with the 2004 patent:

It seems that the linked research advanced the understanding of the FCS, and may have advanced the technology/techniques that made it more infectious starting in the early 2000’s?

In the US, Fauci was the funder, Hotez was the PI, researchers and the researcher moved between US institutions and China, including Chinese military institutions?

The years of these studies are very important, imo. The 2009 study especially.

I can add to this timeline some things that others may not know.

Do you think those studies are the definitive history of the lab altered corona virus FCS?

The push for a rapid vaccine platform was advised in a November 2016 Obiden PCAST report on bioweaponry. I’m sure that I’ve previously linked this. Report was issued by Eric Lander.

FSB spooked the CIA on Prigozhin coup
The CNN, followed by the New York Times, broke the story on Sunday that the US and western intelligence were indeed aware of the failed coup attempt on Friday night by Yevgeny Prigozhin, head of the Wagner Group of Russian military contractors, “for quite some time and making preparations for such a move, including by massing weapons and ammunition.” 

What we do not know is at what point Russian intelligence got wind of it. The Kremlin acted forcefully, decisively and with foresight in real time to scotch the coup attempt within hours. By Saturday evening, the foreign intelligence chief Sergey Narishkin announced that the coup attempt had failed. The Russian authorities were waiting for Prigozhin to make his move. 

It is only natural that Russian intelligence kept a strong presence right inside the Wagner tent all through. Damn it, it is a war zone where Russia’s fate is hanging in the balance. The lyrics of the famous Sting song come to mind: ‘Every breath you take / And every move you make / Every bond you break / Every step you take / I’ll be watching you…’ 
And the Chorus sings, thereupon: ‘Oh, can’t you see / You belong to me? / How my poor heart aches / With every step you take…’ 

Just as the CIA or most intelligence organisations do, the FSB also psychoanalyses the remarks of their targets for profound meanings. They do that routinely and have trained analysts who do only that. 

It wouldn’t have escaped the attention of Russian intelligence analysts that Prigozhin’s ranting and ravings from Donetsk from last autumn and winter began originally on the operational aspects of the Bakhmut war front in Donetsk oblast, but incrementally began acquiring political overtones, culminating finally in his incredible statement that the raison d’être of the special military operation in Ukraine since February 2022, was all baloney. 
Even more strangely, this man who physically witnessed the Battle of Bakhmut, came to the bizarre conclusion that Kiev or Nato had no mala fide intentions toward Donbass or Russia. 

Therefore, the ‘known known’ here is that the Russian intelligence was under instructions to be in ‘listening mode,’ give the eddies a free flow in the Battle of Bakhmut where Wagner was in the driving seat. (Interestingly, though, at some point, much to Prigozhin’s annoyance, Moscow also began deploying regular troops selectively on the Bakhmut front alongside the Wagner fighters. ) 

On Saturday, top US intelligence officials sprang into action to brief the media as it emerged that Russian authorities were literally waiting with a road map to squash Prigozhin’s coup attempt. Even the Chechen militia was put on standby.

The crucial element in the deal struck with Prigozhin has been that he will not be prosecuted but must simply get lost. And where else could his exile be arranged better on Planet Earth than in Belarus under the benevolent eyes of President Alexander Lukashenko?

Now, we may get to know at some point from Lukashenko, who struggles to keep secrets for long, as to when exactly would Putin have taken him into confidence on a ‘need-to-know basis.’ It strains credulity that such a complex dealmaking was possible within a clutch of hours via tortuous 3-way negotiations between Moscow, Minsk and Rostov-on-Don even as the renegade Wagner column was approaching Moscow. 

An intriguing sub-plot here is that amidst all this heavy traffic, Lukashenko also negotiated with Nurusultan Nazarbayev, the former Kazakh dictator who headed a pro-western regime in Astana and was ousted from power after reigning for nearly three decades, following the failure of a similar US-backed coup attempt like Prigozhin’s in the winter of 2021-2022, which too was crushed with the help of the CSTO forces (Russian troops) led by a Russian general. 

On the previous day, in fact, Putin had spoken with two Central Asian leaders — Kazakh President Jomart Tokayev and Uzbek President Shavkat Miromonovich Mirziyoyev. Did he share any crucial intelligence? In fact, both these countries have been facing western plots for regime change lately. By the way, Given Moscow’s preoccupations in Ukraine, Chinese President Xi Jinping has stepped in to take a hands-on role to consolidate the stability and security of the Central Asian region. (Please see my recent articles — China takes leadership role in Central Asia ; An “Axis of Seven” to supplement SCO ; and, Russia, China take holistic view of the Pamirs and Hindu Kush.

Clearly, something was seriously afoot in Kazakhstan, which is sandwiched between Russia and China and is the most crucial piece of real estate in geopolitical terms in Central Asia.

In all probability, this was what the US Secretary of State Antony Blinken alluded to when he told ABC on Sunday that the situation with the attempted coup in Russia “is still developing… I don’t want to speculate, and I don’t think we saw the final episode.” That said, however, Blinken has piled up a consistent record for being horribly wrong on his assessments on Russia — starting from the deathly blow the ‘sanctions from hell’ were expected to give to the Russian economy; Putin’s hold on power; Russia’s catastrophic defeat in Ukraine; Russian military’s deficiencies; Kiev’s inexorable military victory, and so on. 

In this case, he has reason to feel embittered particularly because of the spectacular unity of the Russian state, political elite, media, regional and federal bureaucracy, and the military and security establishment in rallying behind Putin. Arguably, Putin’s political stature is now unchallengeable and unassailable in Russia and the Americans have to live with that reality long after Joe Biden’s departure from the scene.

Going forward

The Kremlin has adopted a very thoughtful strategy. From available details so far, it has the following five key elements: 

Principally, the top priority is to avoid bloodshed so that life moves on and the focus on the war in Ukraine, which is at a tipping point, doesn’t suffer; In immediate terms, get the few renegade Wagner fighters and Prigozhin to leave Rostov-on-Don and return to their camps in Lugansk; Clinically separate Prigozhin from the rest of Wagner Group (In fact, not a single Wagner commander or officer joined his revolt); Offer immunity to the bulk of the Wagner Group — except the participants in the coup, of course — and facilitate their formal integration into the defence ministry. That is, the logic behind the creation of Wagner Group by the Defence Ministry (and an unnamed top secret internal security agency) holds good still, but it will no longer be a quasi-state force, but will have a habitation and name and led by designated professional military commanders instead of free-wheeling fortune hunters like Prigozhin.) Get Prigozhin to leave for Belarus, which was not difficult once he realised that he should request mercy from none other than Putin (who agreed to the oligarch’s safe passage to Belarus.) The last element is utterly fascinating. The Kremlin is extremely annoyed with Prigozhin for his seditious behaviour but is also aware — presumably on the basis of intelligence inputs — that he has been manipulated by western powers. Of course, there is going to be a price to pay. Prigozhin will never get back his towering stature as an oligarch with a personal fortune of $1.2 billion or the fabulous lifestyle he led.

But at least, the 62-year old oligarch is spared a possible twenty-year prison term. This is of a piece with Putin’s handling of oligarchs in general. (Read my article The Rise and fall of a Russian oligarch.)

Make no mistake, Lukashenko will eventually make Prigozhin sing — sooner rather later — and the song will be transmitted live to the Kremlin. And that accounts for the great nervousness in Washington, which has raised the spectre of nuclear war, etc. to give the spin to distract attention from the CIA’s plot to destabilise Russia. The irrepressible Russian foreign minister Sergey Lavrov calls it a “turbulent stream of consciousness.” 
To be sure, now that the CIA-MI6- Prigozhin plot has failed, out of its debris, new western narratives will be born like a Phoenix out of the ashes. And the US’  sleeping cells abroad, including in the Indian media, will parrot that narrative. 

But, not for long. For, what lies ahead is the manifestation of the steely resolve of the Kremlin — and Putin himself — to seek an all-out military solution to the Ukraine crisis. Putin declared last week — most likely in anticipation of the storm brewing on the horizon — that the war will be over when no Ukrainian army will be left on the battlefield, or NATO weapons.  

Read the official transcript of a videoconference that Putin took last Thursday, in the immediate run-up to Prigozhin’s coup attempt, with the full quorum of the Security Council (post-Soviet Russia’s ‘Politburo’), which gives a flavour of the mood in the Kremlin and will provide some clues to what to expect on the battlefields of Ukraine, going forward. It is a huge signal in advance to the “collective West” that nothing will be forgotten.”

Dear friends!
Today I once again appeal to all citizens of Russia. Thank you for your endurance, solidarity and patriotism. This civic solidarity has shown that any blackmail, any attempt to create internal turmoil is doomed to failure.

I repeat, the highest consolidation of society, executive and legislative power at all levels was shown. A firm, unambiguous position in support of the constitutional order was taken by public organizations, religious denominations, leading political parties, in fact, the entire Russian society. Everyone was united and rallied by the main thing – responsibility for the fate of the Fatherland.

I emphasize that from the very beginning of the events, all the necessary decisions were immediately taken to neutralize the threat that had arisen, to protect the constitutional order, the life and security of our citizens.

An armed rebellion would have been suppressed in any case. The organizers of the rebellion, despite the loss of adequacy, could not fail to understand this. They understood everything, including that they went to criminal acts, to split and weaken the country, which is now confronting a colossal external threat, unprecedented pressure from outside. When at the front with the words “not a step back!” our comrades are dying.

However, the organizers of the rebellion, betraying their country, their people, betrayed those who were drawn into the crime. They lied to them, pushed them to death, under fire, to shoot at their own.

It was precisely this outcome – fratricide – that Russia’s enemies wanted: both the neo-Nazis in Kyiv, and their Western patrons, and all sorts of national traitors. They wanted Russian soldiers to kill each other, to kill military personnel and civilians, so that in the end Russia would lose, and our society would split, choke in bloody civil strife.

They rubbed their hands, dreaming of taking revenge for their failures at the front and during the so-called counteroffensive, but they miscalculated.

I thank all our military personnel, law enforcement officers, special services who stood in the way of the rebels, remained faithful to their duty, oath and their people. The courage and self-sacrifice of the fallen heroes-pilots saved Russia from tragic devastating consequences.

At the same time, we knew and we know that the vast majority of the fighters and commanders of the Wagner group are also Russian patriots, devoted to their people and state. They proved it with their courage on the battlefield, liberating the Donbass and Novorossiya. They tried to use them in the dark against their brothers in arms, with whom they fought together for the sake of the country and its future.

Therefore, from the very beginning of the events, on my direct instructions, steps were taken to avoid a lot of bloodshed. This took time, including to give those who made a mistake a chance to think again, to understand that their actions are resolutely rejected by society, and to what tragic, destructive consequences for Russia, for our state, the adventure in which they were dragged leads.

I thank those soldiers and commanders of the Wagner group who made the only right decision – they did not go to fratricidal bloodshed, they stopped at the last line.
Today you have the opportunity to continue serving Russia by entering into a contract with the Ministry of Defense or other law enforcement agencies, or to return to your family and friends. Whoever wants to can go to Belarus. The promise I made will be fulfilled. I repeat, the choice is yours, but I am sure it will be the choice of Russian soldiers who have realized their tragic mistake.

I am grateful to the President of Belarus Alexander Grigoryevich Lukashenko for his efforts and contribution to the peaceful resolution of the situation.

But I repeat, it was the patriotic spirit of the citizens, the consolidation of the entire Russian society that played a decisive role these days. This support allowed us to overcome the most difficult trials for our Motherland together.

Mr. Chairman,

The “responsibility to protect” is a concept developed by Western think tanks to redefine the well-known “humanitarian intervention” and legitimize interference in the internal affairs of states under a “new guise”. When this concept was persistently promoted by a group of countries, the international community made significant adjustments to its understanding, including criteria for when it could be used, references to the role of the UN Security Council, the need to provide assistance and support to states. Moreover, the need for further discussion of its specific content was reinforced. However, the states concerned did not anticipate this discussion or take into account the agreed criteria. They began to put it into practice exactly as they had planned – for the purpose of destroying the statehood of the country they did not like – Libya.

It is noteworthy that the focus of the Secretary-General’s latest report on the Responsibility to Protect (ROP) was sustainable development. Last year there were “children and youth”. We are witnessing attempts to “cleanse” the reputation of the HMO by artificially linking it to popular topics in the UN.

With regard to issues of sustainable development, such a linkage looks especially absurd. The events of 2011 in Libya clearly demonstrated that the HMO is not a charitable foundation, and the states that apply it are not Mother Teresa.

It is impossible not to recall the role of some international institutions in the Libyan tragedy. We remember how the International Criminal Court (ICC), fulfilling the political order of its Western masters, fabricated accusations and issued an arrest warrant for M. Gaddafi literally in three days. The thesis of the Libyan leader’s alleged “imminent atrocities” began to be propagated everywhere by Western propaganda media and social media platforms. The “critical mass” of lies thus accumulated was used to characterize NATO’s actions, which were military aggression against a sovereign country, as an OPP. Even if the clumsy fakes behind the authorship of the ICC, imputed then by M. Gaddafi, turned out to be true, they would fade against the backdrop of real atrocities: what the NATO coalition led by the United States did to Libya.

The once prosperous country was literally bombed by the collective West into the Stone Age along with civilians, which resulted in a protracted and brutal civil war that continues to this day.

How many Libyan civilians died during it? And how many died at sea, trying to get out of the country destroyed by NATO? How many of them the EU countries, which took the most direct part in the events of 2011, were denied admission and simply humane treatment, labeled as “illegal migrants”? The account has long gone to hundreds of thousands of ruined, broken and mangled lives.

We well remember how in 2011 the entire Western legal doctrine wrote about the triumphant, “first application” of the ICR. Time, however, put everything in its place. It became clear that the events in Libya are not a responsibility to protect, but another example of the West’s irresponsible defense of its own geopolitical ambitions.

The issue of responsibility, by the way, immediately after the NATO intervention left the agenda. The ICC and its prosecutor turned out to be completely uninterested in the war crimes of the Western military in Libya, as well as in Iraq, as well as in Afghanistan. And in the ICC itself, which acted as its direct accomplice in crimes against Libya and its people, no one was held responsible for the fabrication of fakes in the case of M. Gaddafi.
Now the events of those years are bashfully trying to “sweep under the carpet”, and with regard to the IPF, “turn the page” and “start everything from scratch”. That won’t work.
Returning to the topic of the report, we would like to emphasize that the concept of the HMO is perhaps the last candidate for the role of a development assistance mechanism. Assistance to developing countries is effective only when it is provided at their request, takes into account priorities, as well as historical, cultural, legal and other features. The HMO, by definition, is not suitable for this. This concept is a tool for imposing someone else’s will.

Under the pretext of following the NPP, states will be dictated by approaches and solutions created in the West that not only do not take into account their wishes and priorities, but also directly contradict local cultural, religious and social norms. A good illustration is the West’s aggressive inculcation of neoliberal values. Today, they do not hesitate to put forward their acceptance in plain text as a condition for providing assistance. We are talking about the most real neo-colonial practices.

In this regard, the zeal with which the relevant units of the UN Secretariat fit into this process is of concern. Separately, we would like to dwell on the recommendation in the report to all international development institutions to follow the principle of “do no harm”. It involves withholding funds if doing so would increase the likelihood of committing the most serious crimes covered by the HMO. That is, it is not about crimes as such, but about a certain “probability”. A reasonable question arises – who, on what basis and by what criteria will evaluate such a probability.

In practice, this means, at a minimum, overt interference in the internal affairs of developing states, obtaining, without their consent, information about the state of affairs in the country by bodies and organizations that do not have an appropriate mandate.
This information will be analyzed on the basis of formulaic, Western criteria that do not take into account local specifics. As a result of this process, supposedly “saving solutions and reforms” will be imposed – created according to well-known neoliberal patterns.
In general, under the pretext of the “do no harm” principle, it is quite obvious that additional conditions will be put forward for the provision of development assistance. The countries that are already in the most vulnerable position will be the first to suffer.
In this regard, we call on developing countries to disagree with attempts to artificially link OPF and development assistance, and to give an objective assessment of this.
