It could be even worse than we thought. Grain of salt, but at this point I do not trust any state actor!
Start with a bit of history:
MAY 10, 2022  Pegasus, the secretive surveillance system at the service of Israel

When the Mossad or the Shin Bet, Israel’s foreign and national intelligence agencies, do not want to leave clues, they turn to NSO, a company known for marketing a spyware known as Pegasus. The company is in the eye of the storm over claims that clients who bought Pegasus (in theory, only governments can purchase the program) spied on political opponents, diplomats and journalists in several parts of the world.

Agents from both Israeli agencies have even more powerful and secretive communications-tapping tools at their disposal, but even those are not as sophisticated as the state-of-the-art espionage tools handled by Unit 8200, an elite cyber-unit of the Israel Defense Forces and the inner sanctum of its military intelligence…

In 2010, three engineers who had previously worked for Unit 8200 (Niv Carmi, Shalev Hulio and Omri Lavie, whose first-name initials form the company’s acronym) designed a Trojan virus nicknamed Pegasus. The company went on to build an emporium at the service of Israeli interests, but NSO’s power now seems to be in decline due to a string of alleged abuses surrounding the use of Pegasus….

The US Treasury Department last year blacklisted NSO for acting “contrary to the national security or foreign policy interests of the United States.” The company’s assets have been depreciating ever since. Other Israeli cybersecurity firms, such as Cellebrite and Candiru, are also in the crosshairs of Washington for having provided authoritarian regimes with programs to spy on dissidents.

With that as background you can understand why a solid connection would be hard to find.

Flock Safety, an Atlanta-based company founded in 2017, operates one of the largest networks of automated license-plate-reader cameras in the United States — reports estimate the company has as many as 100,000 devices across nearly all states. The solar-powered or hardwired cameras capture a vehicle’s license plate; make, model, and color; and other identifying features, feeding data into a searchable national database used primarily by law enforcement. Flock markets the system as a tool for solving crimes.

Critics call Flock cameras instruments of warrantless search, and public backlash has been harsh.

The Toka Link

New information adds fuel to the fire — Flock may have ties to an Israeli company capable of altering camera footage. The lead investor in Flock also funds an Israeli firm that “can hack cameras and change the footage.” The company is Toka, co-founded in 2018 by former Israeli Prime Minister Ehud Barak and former Israel Defense Forces cyber official Yaron Rosen. Haaretz reports that Toka develops tools that allow government clients to locate security cameras or webcams in a given area, access live feeds, and manipulate both live and recorded video without leaving forensic traces. The company has positioned itself as a provider of offensive cyber capabilities for state actors and has sought business with U.S. agencies.

The documented link between Flock and Toka runs primarily through shared venture capital rather than ownership, technology licensing, or operational control. Andreessen Horowitz is the leading foreign investor in Israeli start-ups, and is also a major investor in Flock Safety and in Toka…
