Our only additional requirement is that you do so NICELY. Or at least try to make some effort in that direction.

In an announcement posted to Trump’s social media platform Truth Social at close to 9 p.m. EST Tuesday, Trump said, “Linda will use her decades of Leadership experience, and deep understanding of both Education and Business, to empower the next Generation of American Students and Workers, and make America Number One in Education in the World.”

Trump’s post also referred to his campaign promise to eliminate the U.S. Department of Education. “We will send Education BACK TO THE STATES, and Linda will spearhead that effort,” his post said.

Who is Linda McMahon?
McMahon, a former president and CEO of World Wrestling Entertainment, a company that develops and produces scripted wrestling events, currently serves as co-chair of the Trump-Vance transition team.

She has served on the Connecticut State Board of Education and as a trustee at Sacred Heart University, a private Catholic institution in Fairfield, Connecticut. She is currently the treasurer on the university’s Board of Trustees, according to Sacred Heart’s website.

McMahon is also board chair at America First Policy Institute, a nonprofit, nonpartisan research organization that supports free enterprise and nationalism. Trump praised her advocacy at AFPI for state-level universal school choice policies: “As Secretary of Education, Linda will fight tirelessly to expand ‘Choice’ to every State in America, and empower parents to make the best Education decisions for their families.”

According to EdChoice, a pro-school choice nonprofit organization, at least one form of private school choice is offered in 33 states, the District of Columbia and Puerto Rico. EdChoice said earlier this year that enrollment in private school choice programs exceeded 1 million students for the first time.

In 2012, McMahon won the Connecticut Republican primary for U.S. Senate but lost to current Democratic Sen. Chris Murphy.

If confirmed by the U.S. Senate, she would succeed Miguel Cardona as the 13th U.S. education secretary since the department’s founding in 1979.

I generally have to hit ‘Post Comment’ several times including right now with only 76 comments at 7AM!

2 things… outages in your area or setting changes by something new or something going out of date, which might include things like buffer caches.

All notoriously hard to figure out.

There’s multiple pages that will let you see outages and which programs are being affected. Not sure which might be the best one for your area. Some like the link below which is showing problems from earlier this morning in your area are helpful, but still are ultimately designed to get you to buy something to help.

They just put in fiber optic and we have been getting flyers to change. They had the shoulder dug up so it is hard to tell if slight damage was done.

That is a great article, and fun to think about! It’s a great time to be alive. 😄

DC is about to experience something entirely new, something absolutely unprecedented in its experience. They think the barbarians are coming. And perhaps they are. But not the kinds of barbarians they suspect. Not this time.

The simple fact is that there exists a very small group of incredibly high-function, insanely productive people. It’s the dirty secret of the world. This tiny tribe conceives, invents, and builds basically everything novel. All of it. They are not normal people. They are the 0.1%.

Unless you have worked with them, around them, or been a part of what they do, you simply lack a reference for what they are like. It’s essentially inconceivable how much such people can get done when they set their minds to it, how many rules they will disprove, break, or ignore, and how many paradigms they will upend.

DC has never seen a mob of high-function autist builders and fin warriors coalesce before. They have no fricking idea what’s coming. They cannot possibly know. But I do.

I know A LOT of these people. This is what most of my friends are like. They learn for a living. They pull systems apart, see them as functional wholes, and work 16-hour days reading arcane 1,000-page descriptions until they understand. Then they pull the underwear of whoever thought they understood this material up over their heads in an atomic wedgie and take over a space. 

It’s just what you do if you’re a person like that. It’s compulsion. It’s like breathing. These are 3 and 4 and 5 standard deviation people who have focus and talent in quantities they do not even have maps of in Washington. I keep hearing about people I know a little getting tapped for transition teams and I’m like “Ooooooh, that guy can read 100 CDS prospectuses in a weekend and remember it all,” or “Yeah, that guy thinks in algorithms and sleeps once a month. He could code when he was 6.”

“Only an insider can tackle the swamp” is dead wrong. It takes someone radically different to make a radical difference. And I am giddy realizing that they are coming. It does not matter that they do not know the terrain yet. They will. They have 3 months to learn. That’s more than enough.

Watch. Moving into novel systems or spaces and becoming better at it than the people currently there is what these people do. It’s ALL they do. It’s who and what they are.

It does not matter if it’s the Department of Education, the Department of Energy, the DMV, or NASA. Same game, same result. every time.

The “insiders” are so screwed. DC has no one like this. They have never even met people like this because people like this avoid government like it is a bag of plague rats. Because it is.

But now they are interested and looking to play exterminator because the state strayed too far into our world and so now we are coming for theirs.

And wait until you see what the world’s best builders can tear down. It’s going to be glorious.

These are the same people who in 10 weeks using just sparse public data and Twitter pulled the pants down on the whole edifice of public health and revealed them as fakes, phonies, and charlatans. Then they rewrote the discipline. It will never be the same. Most of us had never even looked at epidemiology before. In a few months the “amateurs” eclipsed the experts and left them for dead.

We did this as outsiders and without any maps and with the very opposite of help.

Imagine what this gang can do with the keys to the kingdom.

It’s going to be nothing but baffled astonishment from the Beltway boffins.

“How in hell have they read and understood everything!?! They are not experts here!” will decry the people who need to pass bills to find out what’s in them. “How the hell are they producing so much output, so much impact? How did they know just where to push?”

They have never seen what 10 of these guys and three pots of coffee can achieve. I have. Mountains get relocated.

The really truly high-functioning have not come to meet the regulatasaurus before. They were busy and had better things to do.

Not anymore. “Dismantle Leviathan” is now a step in everyone’s business plan. Better, it’s public service as it was supposed to be: not a vocation, not a career. Instead, it is a task, a dirty task that needs doing so you go and do it and then you go home once it’s done.

You fricking clowns just cornered Elon and made this election and administration an existential issue for him and his empire. And an awful lot of us feel the same way. You cornered all of us. Go along to get along ended because you guys crossed the line. Welcome to reflexivity.

The pushback is going to be something for the ages.

DC is going to feel like it’s being invaded by an entire bestiary of mythical monsters with magical powers who can see through walls and huck immovable objects over the horizon. They will come from every side at once. They will replace thousands of federal employees right from the start. 

You’ll be fighting against the outside and the inside. They’re going to transfer and move those permanent staters they cannot fire. Have fun in Topeka or Guam. They’re lovely this time of year.

They are not going to play nice or play fair. They are going to get things done. And they are going to clown you while doing it, clown you like “name their agency after a crypto shitcoin that muskrat ran “to the moon” just because they think it’s funny.”

And it will be.

This is a new kind of team, a team that comes from an ethos of “Move fast and break things” and “Ask forgiveness, not permission.” They are not the GOP procedure drones of yesteryear, These are people who just walk in and do stuff and fuck your process. They have made careers of it…

I once was brought in to a semi-new program that was failing. Losing money hand-over-fist. Insurance companies wouldn’t pay the bill because the program, a fairly new medical discipline) was not working. The head of the organization was related to me by marriage, I was fresh out of college, and they were desperate. They took a chance and hired me.

I sat in an office for a month, reading, studying, making phone calls, and planning. At the end of that month, I walked into the bosses office with a revamped program. He ran with it, and let me have at it.

Within six months, ours was the only program of its type in the state being paid at 100% by insurance.

One time during my tenure there, a higher up in the larger organization got wind that my boss was out of town, and I was left basically alone in our section. He came in throwing his weight around, thinking he would tell me “how it was” while the boss was away. I ran him off in no uncertain terms. I pretty much humiliated the pompous ass.

When the boss got back, he called me into his office and explained that he had gotten a complaint from the guy, who told my boss I needed “humility.” The boss and I laughed and laughed. He essentially told the guy to get bent.

I understand what is coming to DC. I understand Elon and Vivek. It’s why I get their joie de vivre in the doing, why I understand their humor, and why I think it’s funny that people like Naomi Wolfe have their panties in a bunch about it. Being “different” and “nerdy” myself, I get how cool it is to find yourself with a like-minded group, finally. Texas offers Starr County ranch to Trump for mass deportation plans

The Texas General Land Office is offering President-elect Donald Trump a 1,400-acre Starr County ranch as a site to build detention centers for his promised mass deportations of undocumented immigrants, according to a letter the office sent him Tuesday.

Land Commissioner Dawn Buckingham said in the Tuesday letter that her office is “fully prepared” to enter an agreement with any federal agencies involved in deporting individuals from the country “to allow a facility to be built for the processing, detention, and coordination of the largest deportation of violent criminals in the nation’s history.”

The state recently bought the land along the U.S.-Mexico border in the Rio Grande Valley and announced plans to build a border wall on it. The previous owner had not let the state construct a wall there and had “actively blocked law enforcement from accessing the property,” according to the letter the GLO sent Trump…

In an interview with Fox News posted Tuesday, Buckingham said she was “100% on board with the Trump administration’s pledge to get these criminals out of our country.”

Buckingham had previously said she approved an easement within 24 hours of acquiring the Starr County land to let the Texas Facilities Commission, which is overseeing the state’s border wall construction, to begin building a wall. In the Fox interview, she said that move was followed by “brainstorming” with her team.

“We figured, hey, the Trump administration probably needs some deportation facilities because we’ve got a lot of these violent criminals that we need to round up and get the heck out of our country,” Buckingham said. She noted the land is mostly flat, “easy to build on,” accessible to international airports and near the Rio Grande.

“We’re happy to make this offer and hope they take us up on it,” she added…

San Francisco 49ers defensive end Nick Bosa celebrated a sack of Tampa Bay Buccaneersquarterback Baker Mayfield in Week 10 by performing President-elect Donald Trump’s signature dance that has gone viral.

He was joined over the weekend by Las Vegas Raiders tight end Brock BowersTennessee Titans wide receivers Calvin Ridley and Nick Westbrook-Ikhine and Detroit Lions defenders Za’Darius Smith and Malcolm Rodriguez showing off their renditions after big plays.

“There’s no issue with a celebratory dance such as what took place [Sunday] or the previous week with the 49ers on Nov. 10,” NFL spokesman Brian McCarthy told Front Office Sports. “It’s up to the networks to cover them as they see fit.”

NFL rules allow for players to celebrate as long as the celebrations are not excessive and don’t feature violent or sexually suggestive acts. ‘Disaster Waiting to Happen’: FDA Approves Phase 1 Trial of Gates-funded Self-amplifying Bird Flu Vaccine

Clinical trials — funded by the U.S. government and the Bill & Melinda Gates Foundation — are set to begin for a self-amplifying mRNA vaccine targeting the H5N1 bird flu virus.

Arcturus Therapeutics announced earlier this week that the U.S. Food and Drug Administration (FDA) issued a “Study Can Proceed” notification for its investigational ARCT-2304 vaccine candidate.

Epidemiologist Nicolas Hulscher told The Defender the FDA’s notification “means Arcturus Therapeutics can begin its “experiment of injecting humans with H5N1 bird flu replicon mRNA.”

Self-amplifying mRNA injections contain an enzyme that instructs the body on how to make more mRNA. Arcturus says the vaccine is “formulated within a lipid nanoparticle” and “is designed to make many copies of mRNA within the host cell.” This enables “lower doses than conventional mRNA vaccines.”

Hulscher said the replication machinery of self-amplifying vaccines behaves “like a synthetic virus” and “allows for an unknown period of toxic antigen production.”

Writing on Substack, immunologist and biochemist Jessica Rose, Ph.D., said the new vaccine has “major red flags.” She told The Defender, “Self-amplifying mRNA products should not be used. This is an absolute disaster waiting to happen.”

According to Karl Jablonowski, Ph.D., senior research scientist at Children’s Health Defense, “Arcturus’ self-replication platform has all the hazards of the other synthetic modified mRNA wrapped in a lipid nanoparticle, just much worse. With self-replication it can become immortal, forever antagonizing your — or your fetus’ — immune system with antigens.”

Christof Plothe, D.O., a member of the World Council for Health steering committee, questioned the introduction of self-amplifying mRNA vaccines amid ongoing safety concerns about conventional mRNA shots. He told The Defender:

“The self-replicating technology takes the mRNA vaccines to a new level. The vaccine contains the gene for the spike protein and the gene for a protein called replicase, which allows the RNA to replicate.

“After the rollout of the first global genetic experiment with mRNA technology … it seems unbelievable that an even more aggressive attack on our body and genetics should be tried out.”

Experts who spoke with The Defender expressed concern about the involvement of government agencies like BARDA and private organizations like the Gates Foundation in developing these vaccines…

Apropos of nothing much, I’m going to see the BEAT tour of King Crimson ’80’s tunes on Wednesday night. If you think this may be a repeat, you are not mistaken — I saw them on the first night of this tour back on September 12. At this point, the tour is winding down (the individuals involved have other commitments).

Conservationists at the National Archives are still working to clean up the building’s rotunda area after a pair of apparent environmental protesters on Wednesday dumped reddish powder on the display case housing the original U.S. Constitution.

National Archives administrators granted The Associated Press exclusive access to the site Thursday afternoon as conservationists continue the painstaking work of cleaning the pinkish-red powder from the nooks and crannies of the document’s protective housing. Their tools include everything from vacuum cleaners to cotton swabs to bags full of shredded erasers…

In the immediate aftermath, cleanup crews were reluctant to use any sort of water or liquids in the cleanup, especially since they were still unsure of the exact makeup of the powder. 

“If you’re working with a dry powder pigment, using water would just turn it into paint,” said Supervisory Conservator Amy Lubick. “Fortunately we’re confident that none of the pigment penetrated the casing.”

The historic document itself is undamaged and locked away. Subsequent analysis revealed that the powder dumped on the case was a mixture of pigment powder and cornstarch. The resulting powder was so fine that an industrial vacuum failed to pick up much of it.

Cleanup crews were “on their hands and knees until midnight” Wednesday and resumed their work Thursday morning working to capture every bit of the powder, said National Program Preservation Officer Stephanie Hornbeck.

Conservationists at the National Archives reached out to colleagues at the National Gallery of Art for tips on specialized cleaning products to use around delicate textiles. They also used decidedly old-school methods such as long cotton swabs and standard-issue erasers.

Hornbeck displayed several bags of shredded eraser material which were piled up and gently rubbed into stained areas, gradually turning from white to pink as they picked up particles of pigment.

Correct logic…but it turns out to be a bit more complicated.

Nitrogen is almost inert and is often used for such things. But in this case, almost isn’t good enough.

That left them with two viable options.

Argon IS inert, as inert as helium, and is plentiful in our atmosphere. It would be just as good as helium (and I think we used to put it in incandescent light bulbs, instead of using a vacuum, so we could have less pressure on the glass). Disadvantages: it does have to be extracted from the air.

On the other hand, we’re like the Saudi Arabia of helium, it just bubbles out of some of our oil and natural gas wells, so it makes sense we would use it back then…likely cheaper and just as good.

Personally I’d go with argon if I had to make the choice today, but then I’m acutely aware that helium is just about the perfect example of a non-renewable resource.

So here’s what I found when I went to look: It was a humidified helium atmosphere until 2002. So I was completely wrong about nitrogen (zero points for me), but you only used to be right about the helium (half credit). Then they were moved to a humidified argon atmosphere. Why? The original sealing had included backing paper that had soaked up lots of moisture from the air when it was sealed (wow a humid day in DC, fancy that! /s); thus the humidity inside was higher than desired. It was actually leaching alkalis from the glass! So when they corrected this, they decided to go with argon instead of helium.

So the enclosures I saw as a tourist when I was a kid, aren’t there any more; they’ve been replaced.

I was watching the weekly DCA youtoob show that includes a couple of crypto analysts I watch regularly, and they mentioned two things that might be of interest here, some info on the Bitcoin Strategic Reserve proposed by Sen. Cynthia Lummis (R-WY), and the second is about how AI is going to help revolutionize peer review and eliminate all the bogus scientism in medicine, science and research.

The first is the Bitcoin Strategic Reserve. Cued up to the segment, it’s only a minute or two:

Federal Reserve Banks will tender all outstanding gold certificates in the custody of the Secretary this is the Treasury Secretary right, this is taking all of this away from the Federal Reserve’s power.
 
No later than 90 days after the certificate they will convert the gold into Bitcoin.  This is in the ACT, Section 9.  Yep, they’re going to pay for the fund from the Federal Reserve Act Surplus which is $6.8 trillion and lower it to $2.4 trillion, that’s $4 trillion coming out of that fund to pay for the Bitcoin.

A BILL

To establish a Strategic Bitcoin Reserve and other programs to ensure the transparent management of Bitcoin holdings of the Federal Government, to offset costs utilizing certain resources of the Federal Reserve System, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide Act of 2024” or the “BITCOIN Act of 2024”.

SEC. 2. Findings.

Congress finds the following:

(1) The global financial landscape is rapidly evolving, with digital assets playing an increasingly significant role in the world economy.

(2) Bitcoin has demonstrated resilience, widespread adoption, and served as a medium of exchange and a store of value for more than a decade.

(3) Just as gold reserves have historically served as a cornerstone of national financial security, Bitcoin represents a digital-age asset capable of enhancing the financial leadership and security of the United States in the 21st century global economy.

(4) The acquisition and long-term storage of substantial quantities of Bitcoin by the United States can strengthen the financial condition of the United States, providing a hedge against economic uncertainty and monetary instability.

(5) Bitcoin, as a decentralized and finitely scarce digital asset, offers unique properties that complement existing national reserves, strengthening the position of the United States dollar in the global financial system.

(6) Diversification of the national assets of the United States to include Bitcoin can enhance financial resilience and position the United States at the forefront of global financial innovation.

SEC. 3. Definitions.

In this Act:

(1) AIRDROP.—The term “airdrop” means a gratuitous distribution of digital assets to holders of Bitcoin in a broad, equitable, and non-discretionary manner.

(2) BITCOIN PURCHASE PROGRAM.—The term “Bitcoin Purchase Program” means the program established under section 5(a).

(3) COLD STORAGE.—The term “cold storage” means a method of storing private keys required to transact in Bitcoin, with a nexus to a secure physical location, protected from unauthorized access and isolated from any network connections.

(4) FORK.—The term “fork” means a change to the consensus mechanism of a distributed ledger that creates a separate ledger, resulting in a new digital asset that shares a common transaction history with Bitcoin up to the point of the change.

(5) SECRETARY.—The term “Secretary” means the Secretary of the Treasury.

(6) STRATEGIC BITCOIN RESERVE.—The term “Strategic Bitcoin Reserve” means the decentralized network of secure Bitcoin storage facilities established pursuant to section 4(a).

SEC. 4. Establishment of Strategic Bitcoin Reserve.

(a) Establishment.—The Secretary shall establish a decentralized network of secure Bitcoin storage facilities distributed across the United States, collectively to be known as the Strategic Bitcoin Reserve for the cold storage of Government Bitcoin holdings.

(b) Purpose.—The Strategic Bitcoin Reserve shall be used for the generation, safekeeping, and management of Bitcoin private keys associated with Government Bitcoin holdings.

(c) Oversight.—The Secretary shall be responsible for the ongoing monitoring and auditing of the holdings of the Strategic Bitcoin Reserve.

(d) Decentralization.—

(1) IN GENERAL.—The Secretary shall ensure that the facilities of the Strategic Bitcoin Reserve are geographically dispersed throughout the United States, to minimize the risk of simultaneous compromise and to enhance the resilience of the Strategic Bitcoin Reserve.

(2) LOCATION SELECTION.—The Secretary shall select the locations for the facilities described in paragraph (1) based on a comprehensive risk assessment, prioritizing geographic diversity, security, and accessibility.

(e) Security measures.—

(1) IN GENERAL.—The Secretary shall implement state-of-the-art physical and digital security measures to protect the Strategic Bitcoin Reserve.

(2) CONSULTATION.—The Secretary shall consult and collaborate with the Secretary of Defense, the Secretary of Homeland Security, and industry experts to ensure the highest level of physical and digital security for the Strategic Bitcoin Reserve.

(f) Retention of forks and airdrops.—

(1) IN GENERAL.—The Secretary shall ensure that, with respect to Bitcoins controlled by the Strategic Bitcoin Reserve, all digital assets resulting from forks of the Bitcoin distributed ledger and digital assets distributed via airdrops to Bitcoin addresses are accounted for and reasonably stored in the Strategic Bitcoin Reserve.

(2) PROHIBITION ON IMMEDIATE SALE.—No digital asset stored in the Strategic Bitcoin Reserve that is the result of a fork or airdrop may be sold or otherwise disposed of during the 5-year period beginning on the date of the fork or airdrop, unless explicitly authorized by law.

SEC. 5. Bitcoin Purchase Program.

(a) Establishment.—

(1) IN GENERAL.—The Secretary shall establish a Bitcoin Purchase Program which shall—

(A) purchase not more than 200,000 Bitcoins per year over a 5-year period, for a total acquisition of 1,000,000 Bitcoins;

(B) conduct purchases in a transparent and strategic manner to minimize market disruption; and

(C) hold Bitcoin acquired under this section in trust for the United States, as provided in this section.

(2) FLEXIBILITY RELATING TO PURCHASES.—The Secretary shall, by rule, establish a procedure to adjust the purchase schedule set forth under paragraph (1), if necessary, based on prevailing market conditions.

(3) TRANSFER OFFSET.—Any Bitcoin transferred to the Strategic Bitcoin Reserve under section 7 may offset the purchase requirements under paragraph (1).

(b) Deposit.—All Bitcoins purchased under the Bitcoin Purchase Program shall be placed in the Strategic Bitcoin Reserve.

(c) Minimum Holding Period.—

(1) IN GENERAL.—To ensure the long-term stability and security of the Strategic Bitcoin Reserve, the Secretary shall hold all Bitcoin acquired through the Bitcoin Purchase Program for not less than 20 years.

(2) RETENTION OF BITCOIN.—During the minimum holding period under paragraph (1), no Bitcoin held in the Strategic Bitcoin Reserve may be sold, swapped, auctioned, encumbered, or otherwise disposed of for any purpose other than retiring outstanding Federal debt instruments.

(3) RECOMMENDATIONS AFTER HOLDING PERIOD.—

(A) IN GENERAL.—On the date that is 1 year before the end of the minimum holding period under paragraph (1), the Secretary shall submit to Congress recommendations on whether to continue to voluntarily hold or to allow for the gradual and controlled release of a portion of the holdings of the Strategic Bitcoin Reserve.

(B) RECOMMENDATION.—Upon the expiration of the minimum holding period, the Secretary shall not recommend selling more than 10 percent of the assets of the Strategic Bitcoin Reserve during any 2-year period.

(d) Public reports.—Not later than 1 year after the date of enactment of this Act, and annually thereafter for a period of 20 years, the Secretary shall publish an annual public report on the status of the Bitcoin Purchase Program.

SEC. 6. Proof of Reserve System.

To ensure transparency and accountability in the management of the Strategic Bitcoin Reserve, the Secretary shall establish a quarterly Proof of Reserve system of public cryptographic attestation under which—

(1) the Secretary shall—

(A) publish quarterly reports on the Strategic Bitcoin Reserve that include detailed information on the total holdings, transactions, and demonstrated control of private keys relating to the Strategic Bitcoin Reserve, including a public cryptographic attestation;

(B) make the quarterly reports available to the public on an official website of the Department of Treasury; and

(C) select an independent, third-party auditor with expertise in cryptographic attestations to verify the accuracy and integrity of the quarterly reports; and

(2) the Comptroller General of the United States shall, to ensure compliance with this Act, conduct regular oversight of—

(A) the Strategic Bitcoin Reserve;

(B) the quarterly reports under paragraph (1)(A); and

(C) the audits under paragraph (1)(C).

SEC. 7. Consolidation of Government Bitcoin Holdings.

Beginning on the date of enactment of this Act, any Bitcoin under the control of any Federal agency, including the United States Marshal Service, shall—

(1) not be sold, swapped, auctioned, or otherwise encumbered; and

(2) upon the acquisition of legal title to such Bitcoin (including after a final, unappealable judgment is entered in a criminal or civil forfeiture action in favor of the Federal agency), be transferred by the head of such Federal agency to the Strategic Bitcoin Reserve.

SEC. 8. Voluntary State Participation and Segregated Accounts.

(a) Voluntary State participation.—The Secretary shall establish a program that allows a State to voluntarily participate in storing the Bitcoin holdings of the State in the Strategic Bitcoin Reserve in a segregated account.

(b) Participation requirements.—A State choosing to participate in the program established under subsection (a) shall sign a contractual agreement outlining the terms and conditions of participation, which shall include—

(1) the responsibilities of both the State and the Strategic Bitcoin Reserve in managing and securing the Bitcoin holdings of the State in the segregated account of the State;

(2) a requirement that the State, in coordination with the Secretary, develop and implement appropriate security protocols and access controls to ensure the integrity and confidentiality of the segregated account of the State; and

(3) retention of title, and all attendant legal interests, by the State in the Bitcoin held in the segregated account, including title to any digital asset that is the result of a fork or airdrop relating to such Bitcoin.

(c) Withdraw or transfer.—Each State participating in the program established under subsection (a) shall have the right to withdraw or transfer the contents of the segregated account of the State within the Strategic Bitcoin Reserve, subject to the terms and conditions in the signed contractual agreement under subsection (b) and any applicable Federal regulations.

SEC. 9. Offsetting the cost of the strategic Bitcoin reserve.

(a) Discretionary surplus funds of federal reserve banks.—Section 7(a)(3)(A) of the Federal Reserve Act (12 U.S.C. 289(a)(3)(A)) is amended by striking “$6,825,000,000” and inserting “$2,400,000,000”.

(b) Use of remittances to treasury.—

(1) IN GENERAL.—Notwithstanding the second subsection (b) of section 7 of the Federal Reserve Act (12 U.S.C. 290), for fiscal years 2025 through 2029, if the Federal reserve banks remit net earnings to the general fund of the Treasury during that period, the first $6,000,000,000 of these remittances (before repayment of any deferred asset) in a fiscal year shall be utilized by the Secretary for the implementation of the Bitcoin Purchase Program, pursuant to the purposes set forth under section 5.

(2) EXCEPTION.—Paragraph (1) shall not apply if the Federal Reserve banks do not remit net earnings in any given fiscal year during the period of fiscal years 2025 through 2029.

(c) Federal reserve system gold certificates.—Not later than 180 days after the date of enactment of this Act, the Federal reserve banks shall tender all outstanding gold certificates in their custody to the Secretary.

Not later than 90 days after the tender of the last such certificate, the Secretary shall issue new gold certificates to the Federal reserve banks that reflect the fair market value price of the gold held against such certificates by the Treasury, as of the date specified by the Secretary on each new gold certificate. Upon issue by the Secretary, each Federal reserve bank that receives a new gold certificate shall remit the difference in cash value between the old and new gold certificates to the Secretary for deposit in the general fund within 90 days.

(d) Conforming amendment.—Section 5117(b) of title 31, United States Code, is amended by striking “(for the purpose of issuing those certificates, of 42 and two-ninths dollars a fine troy ounce)”.

SEC. 10. Protection of Private Property Rights.

(a) Rules of construction.—Nothing in this Act shall be construed to—

(1) authorize the Federal Government to seize, confiscate, or otherwise impair any property right in the lawfully acquired Bitcoin holdings of any person; or

(2) infringe upon the rights of individuals, businesses, or organizations to purchase, hold, transfer, or dispose of Bitcoin in accordance with the law.

(b) Affirmation of rights.—This Act affirms and protects the rights of persons to maintain full lawful control over the Bitcoin and other digital assets of those individuals, recognizing that the ability to maintain self-custody of private keys is fundamental to the principles of financial sovereignty, privacy, and personal liberty in the digital age.

The problem is that the government eventually treats any economic asset it controls as a slush fund. That would be true of the Strategic Petroleum Reserve, Social Security Funds, public lands, or — if ever created — the Bitcoin Reserve.

Instead, I would favor a freeze on new debt issuance, and a liquidation of all public assets for the purpose of paying off the National Debt. This would include all Federal office buildings wherever situated, with hopes that the actual necessary employees therein be relocated to less expensive leased properties.

I’ve seen several versions of this map, but (without quibbling) the basic gist is that there are way too many Federal lands, particularly in states west of the Mississippi. Sell them off, all of them, and pay down the National Debt.

And, yes, even to the Chinese — because whoever buys the land will be paying property taxes to the state the land is in (the Feds don’t).

And, mind you, I’m not crazy — I don’t expect the Feds to sell off the Nevada Test Site.

I’m not sure that’s possible under the current debt-based fiat system. If I understand correctly (and I may not, I don’t know anything about bonds), there are Treasury bonds coming due regularly, and they have to be paid or rolled over (refinanced) into new debt.

Not to mention all the debt that is created every time a bank makes a mortgage loan (for example). Repeated thousands (or tens of thousands) of times every day, across the country.

But ‘rolled’ is a cute way of saying retired and refinanced. There has to be new debt issued because the principal of the existing notes/bonds must be paid on the due date. At that point, they are ended.

If the govt can’t pay the principal, then the govt must issue a new bond with a future maturity date.

So the idea is to create a system to reward um the peer review, and publication of papers, so like reward for publication and also for review, so create an economy around that, but there’s been a bunch of different things around this. It’s kind of like a mix between D-Pin and science, so there’s some, around sharing Quantum computing power, so to get like the most powerful quantum computer, which is kind of like D-Pin we’ve seen, there’s been some um, around medical um, so again like um, uh using these incentives for like um, medical research, and there’s some which are like a mixture of that, in memes.
 
But generally as a category it blew up a year ago, then it died, and then in the last week, Binance said it was looking to invest in the space, and on Solana (note: Solana is a leading blockchain whose big selling point is millions of TPS or transactions per second, which is necessary to run big business enterprises, or things like stock exchanges) something got launched called Pump dot Science (Pump.Science), which is aiming to launch like a ton of new coins in this space, and two of them went to $200 million in the space of a week, and the whole space has just done a 10x basically.
 
Research is probably the most well-known established one, because Brian Armstrong invested in it, but it’s just, again (it) happened on Solana.
